Pursuant to the Veterans Health Administration (VHA) Handbook 1200.17, which provides policies, procedures, and instructions governing non-profit Research and Education Corporations, authorized by Title 38 of the United States Code (U.S.C.) Sections 7361 through 7368, all BVARI employee must receive a Without Compensation (WOC) appointment through the VA Boston Healthcare Systems, prior to receiving compensation from the corporations.
Under the VHA Handbook 1200.17, Section 4-D.
1. The Corporation may employ individuals to work on VA-approved research projects or education and training activities. Corporation employees assigned to VA to provide research, education, or training services are subject to VA’s supervision, direction, and control.
2. All Corporation employees, including VA employees who work for the Corporation during their non-VA duty hours, who are assigned to VA to work on research projects or education and training activities, must have a WOC appointment regardless of whether they receive a corporate salary.
The following are a list of the required steps needed to receive a WOC appointment through the VABHCS:
1. Submission of all required WOC documents: These can be found below, in a zipped file. Once completed, please call the BVARI office at (617) 738-1313, to schedule an appointment to review your two forms of identifications for the I9 and the other paperwork for accuracy. If you are currently located in another state, please have your two forms of ID notarized as certified copies and send them to me directly. I will also need you to print three copies of the Affidavit letter inside of the WOC forms zipped file, and sign all three. 2. Medical clearance: You will need to schedule an appointment with your primary care physician for a PPD and get complete copies of your immunization records for submission. The SF-93 medical form has to be completed by both the prospective employee and their primary care physician acknowledging that the information stated is accurate. These are critically important since this can delay your hiring process. Due to HIPPA regulation and compliance, you should submit these documents in a sealed envelope with your name on it.
3. Background Screening: Upon submission of all required WOC documents, you will receive an email from VA Human Resources for completion of a background screen, called an e-qip. Completion of the background screen in a timely manner will result in a quicker turnaround of your WOC appointment. Form SF-85 is the paper version of this background screening, which you can use to prepare for this submission. Upon completion, please submit a copy of the entire e-qip and sign the two signature pages for submission. Original signatures are required on the document.
4. Credentialing process: If you will be performing research related responsibilities, you will have also have to complete the credentialing process to be cleared by VA R&D and be added to the protocol. You will need to request copies of your undergraduate and graduate degree transcripts, if applicable, and have them sent to BVARI HR directly. Also, completion of the Education Verification and Scope of Practice form.
5. Mandatory VA Training: You will have to submit several VA Securities trainings as part of your new hire process.
